With around 55 million youth in the country aged between 18-35 looking out for work opportunities, mainly in the rural sectors, Union Ministers Nitin Gadkari and Venkaiah Naidu set up the Deen Dayal Upadhyaya Grameen Kaushalya Yojana.

Special components of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana
- For individuals that suffer from disabilities, a full coverage for the scheme is granted for them to feel socially included.
- 50% of the corpus of the Deen Dayal Upadhyaya Grameen Kaushalya Yojana was allotted to the youth belonging to the SC/ST.
- 15% of the corpus was set aside to aid minorities while 3% was allotted for youth suffering from disabilities.

The Deen Dayal Upadhyaya Grameen Kaushalya Yojana model
The Deen Dayal Upadhyaya Grameen Kaushalya Yojana revolves around a three-layers implementation model. The layers are – policy-making, technical support and facilitation agency. Structured around this model, youth are first identified, trained and then finally placed in companies. Furthermore, the model even reached out to monitor their growth and sustainability in their jobs.
Funding by the Deen Dayal Upadhyaya Grameen Kaushalya Yojana
In order to train youth to be desirable for companies in India and around the globe, the complete training program of the individual is funded by the Deen Dayal Upadhyaya Grameen Kaushalya Yojana. Depending on whether the individual is a resident or a non-resident and the type of skill he/she wishes to be trained in, each individual is given financial support between Rs.25,000 to more than a lakh a year.
The training lasts for a minimum of three months to a maximum of a year. Covering more than 250 working sectors, the training covers skills required for fields such as Retail, Construction, Health, Automotive, Leather, Plumbing, Electrical, Jewellery, Painting, Hospitality, etc. The goal of the training is to ensure that 75% of the participants are placed in reputed companies as soon as the training comes to an end.
In order to carry out this training, funding is given to certain PIAs by the Deen Dayal Upadhyaya Grameen Kaushalya Yojana the meet set certain conditions:
- PIAs that can promise trainee foreign placements and fulfill their promise.
- Have connections with industries for internships for the trainees. The industry in this case has to co-fund the internship for the individual.
- Those PIAs that can ensure that at least 10,000 individuals are places in a span of two years.
- Those PIAs that can give the trainees a future in highly reputed educational institutions. The minimum NAAC grading of the institution should be 3.5.
