The motor vehicles department heads the following functions:<\/p>\n<ul>\n<li>Motor vehicles (geared and non-geared) registration<\/li>\n<li>Issuing learners\u2019 and permanent <a href=\"https:\/\/www.antworksmoney.com\/blog\/driving-licence\/\">driving licenses<\/a><\/li>\n<li>Enforcing provisions of the Motor Vehicles Act<\/li>\n<li>Collecting fees and taxes<\/li>\n<li>Other services such as issuing vehicles fitness certificates and permits, etc.<\/li>\n<\/ul>\n<p>There are 99 Regional Transport Offices (RTOs) in Haryana that are headed by a Regional Transport Officer Some of these are Sub Regional Transport Offices that have Joint Regional Transport Officers as their heads.<\/p>\n<h2>Driving Permit in Haryana<\/h2>\n<p>The RTO of Haryana issues licenses under the Motor Vehicles Act 1988. The permit authorizes the licence holder to drive a motor vehicle in any part of of the country. To obtain a driving permit, the applicant should first apply for a learner&#8217;s license.<\/p>\n<p>To apply for a learner\u2019s licence the applicant should be between 16-18 years of age. A written consent from parents is also required. A motor vehicle below 50cc is permitted to be driven. Once the applicant finishes the learner\u2019s licence tenure, he can apply for permanent licence. Eligibility criteria to be fulfilled to obtain a permanent licence are mentioned below:<\/p>\n<ul>\n<li>An applicant more than 18 years but less than 20 years can apply for permanent license to drive a motor vehicle in the non-transport category.<\/li>\n<li>In case the applicant needs driving licence for transport vehicle, he should be 20 years of age and have an experience of driving a non-transport vehicle for at least 1 year.<\/li>\n<\/ul>\n<p>First time applicants will be required to take computer-based learner\u2019s test at the designated centers. The questions consist of aspects such as road safety, rules and regulations, signals and signs etc, to test the applicant\u2019s knowledge.<\/p>\n<p>Once the applicant has passed the test, he will be eligible to obtain a learner\u2019s driving licence, which is valid for 6 months. The driving test for permanent permit can be taken up once month after holding the LL. The test consists of two phases. In the first phase, the applicant\u2019s ability to control the vehicle will be checked. In the second part, his driving skills on the track will be scrutinized.<\/p>\n<p><strong>Documents Required<\/strong><\/p>\n<ul>\n<li><strong>Form 1<\/strong>: This form contains self declaration of the applicant\u2019s (who is below 50 years of age) physical conditions. It is valid for non-transport vehicles.<\/li>\n<li><strong>Form 1A<\/strong>: Valid for applicants who are 50 years and above, this category requires a certificate from a registered medical practitioner along with the form Under this form, an individual can apply for driving permit for transport vehicles.<\/li>\n<li>Learner\u2019s licence<\/li>\n<\/ul>\n<p>In addition to the above, the applicant should also provide age proof, address proof, and Eye Test Certificate from an ophthalmologist.<\/p>\n<p><strong>Fees &amp; Charges<\/strong><\/p>\n<table class=\"table table-curved\">\n<tbody>\n<tr>\n<td><strong>Fee Description<\/strong><\/td>\n<td><strong>Amount<\/strong><\/td>\n<\/tr>\n<tr>\n<td>Driving License<\/td>\n<td>Rs.200<\/td>\n<\/tr>\n<tr>\n<td>Driving test (each class)<\/td>\n<td>Rs.50<\/td>\n<\/tr>\n<tr>\n<td>International Licence<\/td>\n<td>Rs 500<\/td>\n<\/tr>\n<tr>\n<td>Service charge<\/td>\n<td>Rs.50<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>The fees and charges are to be paid in cash at the regional transport office, where the licence will be given.<\/p>\n<h2>Driving Licence Renewal Procedure<\/h2>\n<p>If the license is due to expire, it is essential to apply for a renewal at 30 days before the expiry. Renewals for licenses a month after its expiry, a new driving licence card will be issued on the date of receipt of the application and payment. A fee of Rs.250 is charged by the RTO for licence renewal before 30 days from the expiry date.<\/p>\n<h2>Procedure for International Driving License<\/h2>\n<p>The RTO in Haryana also issues IDP (International Driving Permit) to applicants with a valid driving license issued in India and who plan to go abroad for work.
